The President of the Council of the International Civil Aviation Organization (ICAO), H.E. Toshiyuki Onuma, as part of his visit to Indonesia, carried out a series of working visits to Tangerang, Banten, on Friday (11/9), having arrived in Indonesia the previous day via Soekarno-Hatta International Airport. The visit was held at the invitation of the Director General of Civil Aviation, Lukman F. Laisa, and took place following Mr. Onuma's attendance at the 61st Conference of Directors General of Civil Aviation, Asia and Pacific Regions in Kuala Lumpur, Malaysia, from 7–11 September 2026.
The first item on the agenda brought Mr. Onuma to the Civil Aviation Human Resources Development Center (CAHRDC) in Curug. There, he observed firsthand the facilities and training programs that have earned CAHRDC the distinction of ICAO TRAINAIR PLUS Platinum Training Centre of Excellence.
Mr. Onuma's presence at this site served as evidence to ICAO that Indonesia possesses aviation training facilities meeting international standards. The Platinum distinction held by the institution also adds value for Indonesia in human resource development cooperation with other ICAO member states.
On this occasion, Mr. Onuma expressed his appreciation for Indonesia's efforts in developing aviation human resources.
"Education for the next generation is important and essential, yet it also presents a major challenge for all parties. Nevertheless, we hope that through such efforts, the level of aviation safety and security in each country can genuinely and significantly improve. This concept is in line with ICAO's principle of No Country Left Behind," said Onuma.
The second item on the agenda, Mr. Onuma proceeded to the New Jakarta Air Traffic Services Centre (New JATSC), managed by Perum LPPNPI (AirNav Indonesia). There, he observed the air traffic management system used to regulate flights within Indonesian airspace.
This facility demonstrated to ICAO the progress of Indonesia's air navigation system, including the readiness of infrastructure supporting flight safety and efficiency in one of the busiest airspaces in the Asia-Pacific region.
Commenting on his visit to New JATSC, Onuma stated that air navigation is one of the key elements in ICAO's broader agenda.
"At present, one of ICAO's most important tasks is to ensure the creation of airspace that is safe, secure, sustainable, and efficient in the long term. Air navigation is closely linked to all of these aspects. I greatly appreciate the opportunity to see firsthand how Indonesia is contributing to and demonstrating its commitment to this important agenda for our organization," said Onuma.
The day's activities concluded with a working dinner hosted by the Director General of Civil Aviation together with officials of the Directorate General of Civil Aviation and national aviation industry stakeholders. The dinner provided an occasion for Mr. Onuma and Indonesian aviation industry stakeholders to exchange views on the future direction of cooperation.
Closing his visit for the day, Onuma emphasized the importance of translating collaboration between Indonesia and ICAO into concrete action going forward.
"Collaboration between Indonesia and ICAO is not only necessary but also essential to bring to fruition in tangible terms. Thank you for the opportunity extended to me. I very much look forward to seeing and hearing firsthand how Indonesia is carrying out its contribution in support of this goal," said Onuma.
Echoing these remarks, Lukman stated that the ICAO Council President's visit holds significant meaning for the advancement of civil aviation in the Asia-Pacific region.
"Mr. Onuma's visit further strengthens the long-standing partnership between Indonesia and ICAO. It is also an opportunity for us to deepen cooperation toward a safer, more secure, sustainable, efficient, and resilient international civil aviation system," said Lukman.
The ICAO Council President's series of visits to Indonesia will conclude on Saturday (12/9), with Mr. Onuma departing for Japan from Soekarno-Hatta International Airport. (IT/RA/EP)
